Effective with projects let after July 1, 2010 DBE/MBE/WBE goals must be met without the benefit of rounding. Past practices of rouding to the nearest whole number has been determined to be inconsistent with other areas where DBE/MBE/WBE are established adn is not defined in DSP-7 or the DSP-4.
